Technicians and those serving various trades and other specialised positions in subs, ships, etc, more often than not are on NS but certainly not the senior officers or petty officers. Same with other countries that have/had national service/conscription like Germany, Sweden, Norway, etc. With regards to the RMAF, before we start talking about having adequate basic trainers and LIFTs and having the ability to sustain a constant turnover of pilots, lets bear in mind that the RMAF isn't even allocated a decent budget to mount a long term, consistent ad campaign to attract volunteers. Trained technical people are a problem in all the services not just the RMAF, there have been occasions when operational rates of certain weapons systems fall significantly for a certain period because someone retired or got transfered elsewhere. We have a manpower issue period, not just for the MRCA programme! People would be shocked if they dicovered just how many technical people there are to manage stuff like Jernas and ARTHUR. Which begs the question, where are the people who are going to man the 6 LCS going to come from? And when the new MRCA squadron is fully delivered in 3-4 years time, where are the ground support crew coming from?
